SECC stands for Single Edge Contact Cartridge.
SECC packaging was used by Intel for their Pentium II processor. It was also used by AMD for their Slot A Athlon processors. SECC CPUs have the processor mounted on a circuit board. The circuit board typically contains L2 cache memory. This was done due to the costs and yeild issues of producing CPUs with on die L2 cache memory.
Advances in process technology allowed manufacturers to include L2 cache on the processor die itself, eliminating the need for the expensive circuit board packaging, and allowing the return to socketed CPUs.
